Optional upgraded registry features exist if you want them, but nothing about the core registration ever expires or needs payment.
No. A microchip has no battery and no GPS. It only stores an ID number that a scanner reads when your pet is found and brought to a vet, shelter, or animal control office. If you want live location tracking, you need a separate GPS collar or tag, not a microchip.
